$url string URL to fetch
$echo_content bool Optional. If true (the default), echo the remote file's contents. If false, return it.
$timeout int Optional. The timeout limit in seconds; valid values are 1-10. Defaults to 3.

Return Value

string|null: If $echo_content is true, there will be no return value.
